Point Sizes...
What point sized games do you guys normally play? What would be considered an average game?
I am looking into the Soviets at this point. I also have another friend interested in starting an army but he is looking at a Canadian force.

Normal Games are 1500-1780 with 1780 being most common.

There were 4 factions I was interested in starting in the following order (I am Ukrainian so Soviets are near the top because of that):
1) Soviets
2) German
3) Americans
4) Britain
Are the Soviets a good place to start, or would one of the other factions be better? Or are the factions pretty balanced, and just a matter of taste?
Any advice on where to start when compiling a list of items for purchase?
Also, do you guys play mostly Early, Mid or Late war?

Locally its mainly LW but most people can do MW armies. I think there are capable like from all 4 of those countries. The lists and mechanics are different though.
You can play basically what interests you. Some units are very flexible so you can't really go wrong with purchasing as they are in so many lists.
I mostly play germans so common units are Panzer IV, Stug, Panther, Panzergrenaiders, Nebelwerfers.

There are supplement books out like 'Fortress Europe' are you able to use those to make lists, or are there restrictions? Like do people decide on which books are legit to use?

All lists or books are valid. Some PDFs are under review so aren't legal for tournaments but should be ok otherwise. People will normally play out of the more recent books as older books may have higher points costs.

Points size rarely go beyond 2000.
Some times we play a 5000 point game. For partner games we drop to a 1000 a side with only needing one combat platoon.
LW is by far the most popular. for around every 20 games of lw we play one MW
Most are able to play mw. A few able to play ew.
